The Romanian Government Scholarships 2026-2027 are fully-funded scholarships for international students. These scholarships are available for undergraduate, master's, and doctoral students. The Romanian Government Scholarships cover full tuition fees, as well as housing and a monthly stipend of up to €80.

The Romanian government, through the Ministry of Foreign Affairs, annually awards a number of scholarships to citizens of non-EU countries. Applicants must have good academic grades, i.e., the average number of years of study at the last university they graduated from, with a minimum grade of 7 (seven), according to the Romanian evaluation system, or a grade of "good", as the case may be.

Applicants can choose their preferred study program in all disciplines, except medicine, dentistry, and pharmacy. At the bachelor's and master's levels, only programs are offered in Romanian, promoting the Romanian language and culture. At the doctoral level, applicants can also choose a program taught in English or a foreign language determined by the doctoral faculty. A preparatory year in Romanian is also offered before enrolling in the chosen study program for non-Romanian speakers. Required documents include diplomas, transcripts, a birth certificate, a passport, and a curriculum vitae—all of which are outlined in the application process.

Scholarship Coverage

Romanian government scholarships will provide the beneficiary with the following benefits:

• Tuition Fee Financing;
• Financing accommodation expenses in dormitories through the Ministry of Education’s budget within the limits of the support allocated for this purpose (housing is provided within the limits of available spaces);
• Monthly financial aid is granted as follows: the equivalent of 65 Romanian EUR for undergraduate and preparatory year students; the equivalent of 75 Romanian EUR for master's students; the equivalent of 85 Romanian EUR for doctoral students.

Scholarships do not cover international and domestic transportation costs from the Romanian border crossing to the university. In this regard, candidates should be prepared to bear additional costs.

• Eligible countries: International students from non-EU countries with  the following exceptions:
  • Citizens of Romanian origin or who are part of Romanian historical communities close to Romania (eligible for various scholarship programmes);
  • Citizens who have requested or obtained some form of protection in Romania;
  • Stateless persons whose residence on Romanian territory has been officially recognised in accordance with the law;
  • Members of the diplomatic and consular corps or family members of the diplomatic and consular corps accredited to Romania;

What is the language of study?

To promote the Romanian language and culture, recipients of Romanian state scholarships for undergraduate and master's studies study exclusively in Romanian. With the exception of doctoral scholarship holders, they can choose to study in Romanian or in a foreign language determined by the doctoral faculty. Candidates who do not have a good command of Romanian are granted a preparatory year to study the Romanian language before starting their undergraduate studies, with the exception of doctoral scholarship holders who choose to study in a foreign language determined by the doctoral faculty.

The following categories of persons are exempt from enrolling in the Romanian language preparatory year: 

• Those who present Romanian study documents (diplomas or certificates) or study documents or school records proving at least four consecutive years of study in Romanian at an educational unit/institution of the Romanian national system;
• - Those who pass the Romanian language test, organized in accordance with the regulations in force, in order to enroll in university education;
• - who, in order to enrol in university education, present a certificate of language proficiency in Romanian, minimum level B1, issued in accordance with the regulations in force.

(2) Upload the following documents:

• Copies of the degrees obtained (bachelor's degree or equivalent, in addition to a bachelor's, master's, or doctoral degree, if applicable) and their certified translation into English, French, Spanish, or Romanian, if applicable.
