Applications are now open for the Azerbaijan Government Scholarship 2025/26 . This program commemorates Heydar Aliyev, the national leader of Azerbaijan. The Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan are pleased to announce the Heydar Aliyev International Education Scholarship Program for the academic year 2025-2026. The scholarship is open to international students for preparatory courses, undergraduate, graduate , doctoral, and general medicine / medical residency programs . The scholarship is valid for five years, and approximately 100 scholarships will be awarded . There is no application fee, and applicants in any academic field are welcome to apply. Eligibility criteria

• The scholarship is open to all citizens except Azerbaijan.
• Nationality: Citizens of the Republic of Azerbaijan or individuals whose citizenship in the Republic of Azerbaijan has expired will not be considered for the scholarship.
• Age requirements (as of September 15, 2025):
  • Bachelor's and General Medicine Programs: Foreign nationals must be under 35 years of age.
  • Postgraduate and Residency Programs: Foreign nationals must be under 40 years of age.
  • PhD programs: Foreign nationals must be under 45 years old.

Step-by-step application process:

• Do not apply directly. You must wait for the relevant authorities in your country (ministries, embassies, and higher education institutions) to announce the opening of applications.
• Submit your documents to the relevant authorities .
• The relevant authorities will then select and nominate qualified candidates.
• If you are nominated, you will move to the second stage of the application process, which involves applying through the Central Admission Service for Study in Azerbaijan (SIACAS).
