Shanghai Government Scholarship 2025-2026 is a fully-funded scholarship for international students. This scholarship is offered for undergraduate, master and doctoral studies. This scholarship covers full tuition fees, accommodation, medical insurance and monthly living expenses up to 3500 RMB.
Shanghai Government Scholarship (SGS) is open for international students to enroll in higher education at educational institutions in Shanghai China for the 2025-2026 academic year. Shanghai Government Scholarship (SGS) was started in 2006 with the aim of promoting the development of international education for students in Shanghai and attracting more and more outstanding international students.
Studying in Shanghai is a great opportunity and SGS offers scholarships in China for non-Chinese students in multiple disciplines. A wide range of fields under Shanghai Scholarship are philosophy, economics, law, education, literature, history, management, science, engineering, agriculture, medicine and art.

Shanghai Government Scholarship SGS provides the beneficiary with two types of scholarships:
Type A (Full Scholarship)
- Full tuition waiver.

- PhD Program: 3500 RMB
- Postgraduate Program: 3000 RMB
- Bachelor's Program: 2500 RMB

Eligibility Criteria for Shanghai Government Scholarship
To qualify for the Shanghai Government Scholarship, a candidate must meet all of the following requirements:
- Required languages: In general, the applicant must achieve the Chinese language level HSK4 and meet the language requirements of the university and the program applied for.
- Eligible countries: All countries in the world except Chinese citizens.
- Applicants must be non-Chinese citizens and in good health.
- Applicants to the Pre-College Program must have a high school diploma and be under the age of 23.
- Applicants for the undergraduate program must have a high school diploma and be under the age of 25.
- Applicants for the Master's programme must have a Bachelor's degree and be under 35 years of age.
- Applicants for the PhD programme must have a Master's degree and be under 40 years of age.
- Outstanding academic performance.
- Meet the admission requirements of the university and the program applied for.
- Applicants who have obtained any other scholarships offered by the Chinese government or organizations are not eligible to apply to SGS.
How to apply for Shanghai Government Scholarship?
Please follow the step-by-step application instructions below to avail the Shanghai Government Scholarship:
- The applicant must register and apply online through the electronic portal.
- Apply online and download the application form.
- The applicant must register and apply online through the website of the chosen university (list of universities is mentioned above). Submit the application online and pay the application fee (if any).
- After submitting your application online, download and print the application form. Send two sets of hard copies of your documents (one set of original documents and one set of photographs) to the university you are applying to.
- General documents required:
- Application form
- Academic Records (Notarized Photocopy): Academic records written in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
- Highest Certificate (certified photo):
- A copy of the health certificate and blood test. Bring the original documents with you when entering China.
- A copy of your passport, including all Chinese visa pages.
- High school transcripts (not required).
- Applicants under 18 years of age must provide a letter of guarantee from a guardian.
- Make sure your email address is correct and check your email inbox from time to time, otherwise you may miss some important information.
- The outcome of your application will be announced in your application account and on the International Students Office website bulletin.
- Accepted students must bring the original graduation certificate and diploma to register on the dates mentioned in the acceptance letter. Your registration will be cancelled if the relevant certificates are not submitted.
