The Hungarian Government Scholarship 2025-2026 is a fully funded scholarship for international students. The Stipendium Hungaricum scholarship will cover tuition fees, HUF 43,700/month, housing contribution of HUF 40,000/month, and medical insurance of up to HUF 65,000/year/person.

The Stipendium Hungaricum, the most prestigious higher education scholarship programme of the Hungarian Government, offers a wide range of courses to international students with excellent academic records. The scholarship aims to support the internationalisation and continuous development of Hungarian higher education, to strengthen the international relations of the academic and research community, and to enhance the reputation and competitiveness of Hungarian higher education worldwide.
This programme was established by the Hungarian Government in 2013, is supervised by the Ministry of Foreign Affairs and Trade and managed by the Tempus Public Foundation.
This programme is based on bilateral educational agreements between Hungary and the sending governments, and is already available on five continents in about 70 countries, attracting more than 5,000 international students every year. Applicants are offered more than 500 full degree programmes, covering all fields of higher education at all degree levels, including part-time programmes and doctoral programmes.

Coverage of Hungarian Government Scholarships
The Hungarian Government Scholarship provides the beneficiary with the following benefits:
- Education without tuition fees
- Monthly salary
- A monthly amount of HUF 43,700 (approx. EUR 130) as a contribution to living expenses in Hungary, for 12 months of the year, until the completion of studies
- Doctoral level: According to current Hungarian legislation, the monthly amount of the scholarship is HUF 140,000 (approx. EUR 450) for the first stage of education (4 semesters) and HUF 180,000 (approx. EUR 580) for the second stage (4 semesters) – for 12 months a year, until the completion of the studies. Please see details in section 1.2.1.
- Housing contribution
- Free accommodation or a contribution of HUF 40,000/month to cover accommodation costs for the entire scholarship period
- Please note that if the student does not live in the accommodation, the amount of HUF 40,000 per month is considered a contribution to the rental costs, and in larger cities - especially in the capital - this contribution will not cover the full amount of the rental costs.
- Medical insurance
- Health care services in accordance with the relevant Hungarian legislation (Act No. 80 of 1997, National Health Insurance Card) and supplementary medical insurance up to HUF 65,000 (approx. EUR 205) per year/person
Eligibility Criteria for Hungarian Government Scholarship
To qualify for the Hungarian Government Scholarships, a candidate must meet all of the following requirements:
- Required language : English. Proficiency in English (for courses taught in English).

The Hungarian Government Scholarship is based on effective bilateral educational cooperation agreements between the Ministry of Human Resources of Hungary and the partner ministry responsible for higher education. Applications will be considered eligible if the applicant is nominated by the responsible authorities of the sending partner.
Documents required to obtain a Hungarian government scholarship
- Online application form
- Applicants must fill out and save all required information in the online application form in English.
- A recent passport-sized photograph of the applicant (taken no more than two years prior to submitting the application)
- Applicants for partial (exchange) studies must clearly state the duration of study (one or two semesters) and the starting date (September or February) of the studies they are applying for.
- Motivational message:
- Minimum one page, typed in 12-point Times New Roman font.
- Proof of language proficiency and its translations into the language of the chosen study programme or into Hungarian
- Scanned copy of original proof of language proficiency, with minimum level specified by the host institution and its translations
- If the student has completed his/her previous level of study in the language of the chosen study programme, proof may be submitted that the language of instruction was the same as the language of the study programme to which the applicant is now applying.
- School certificates and their translation into the language of the chosen study programme or into Hungarian
- Full-time Bachelor’s programmes: Scanned copy of original high school diploma or equivalent and its translations
- Full-time Master's programmes: Scanned copy of original Bachelor's degree certificate or equivalent and its translations
- Full-time, single-level Master's programmes: Scanned copy of the original high school graduation certificate or equivalent and its translations
- Doctoral level: Scanned copy of original Master’s degree or equivalent and its translations
- Non-degree-based Hungarian language preparation programmes: Scanned copy of high school graduation certificate and its translations
- Non-degree programs: Scanned copy of the degree certificate required by the host institution and its translations
- Part-time (exchange) study programmes at all levels of study: a scanned copy of the original certificate of student status issued by the current higher education institution in which the applicants are registered and its translations
- Translations must only be attached if the original document is not in the language chosen in the study programme or in English.
- A copy of the records and their translations into the language of the selected study programme or into Hungarian
- A copy of the original academic record for all semesters or academic years completed by the student during previous studies (at the highest level of education in which the student participated) and their translations
- Translations must only be attached if the copy of the original document is not in the language chosen for the study programme or in Hungarian.
- Medical certificate
- Scanned copy of a medical certificate stating a satisfactory health condition issued no later than November 15, 2021
- Certificates must be issued and signed by a physician to prove that the applicant does not suffer from the following diseases: AIDS, Hepatitis A, B, C or any other epidemic diseases.
- Copy of identity document
- Provided that the applicant already has a passport, a scan of the passport must be uploaded.
- In case applicants do not have a passport yet, the applicant must upload a scanned copy of any document that can be used to prove the applicant’s identity (e.g. National ID card)
- Acceptance of the application statement in the electronic system
- All applicants must accept the "Application Statement".
- The statement can only be accepted in the electronic system, so scanned and signed copies should not be uploaded.
- The statement appears in the online application system after registration - all applicants need to click accept it in order to submit their application.
All documents that cannot be obtained or submitted in the language of the selected study programme or in Hungarian must be translated and the translations must be submitted together with a copy of the original document.
Additional documents for PhD level:
- Research plan
- At least two pages, typed in Times New Roman font, 12 point, and written in the language of the selected study program
- Letters of recommendation
- Two letters of recommendation signed by the applicant’s former or current teachers or academic supervisors
- The two messages may not be issued by the same person.
- Written in the language of the chosen study programme or in Hungarian
How to apply for Hungarian Government Scholarship?
Please follow the steps below to apply for this scholarship:
- Find your chosen programme : The fields of study available vary from partner country to partner country. You can either check the field of study offered for your country on the SH website or you can start your application in the DreamApply system and choose the appropriate study programme. You can check the list of sending partners and eligible fields of study here .
- Contact your sending partner : Applications must also be submitted to the responsible authority of the sending partner. Each sending partner may have different deadlines and requirements for submitting application materials. Contact your sending partner (which could be the local Hungarian embassy, relevant ministry or council, etc.) to inquire about their exact procedures.
- Register and upload your documents : The application is processed in the online application system (apply.stipendiumhungaricum.hu). You can browse 29 universities and colleges (over 600 study programmes), but only two choices are allowed. Make sure that the programmes you choose are relevant to your field of study. If you are applying for doctoral studies, please remember that you need to find a supervisor. The required documents may vary depending on your level of study and nationality. You can find these requirements below (“Documents”).
- Application Deadline : Your application must be submitted by the deadline. Please ensure that all required documents are attached and all required fields are filled out correctly before submitting your application. Please see the application deadline above!
- Sending the Partner Nomination List : The sending partners will nominate the best applicants by the end of February, and the nominated applications will be sent to the selected Hungarian higher institutions.
- Hungarian University Entrance Exam : Universities will contact shortlisted applicants directly to schedule and conduct entrance exams from mid-March to the end of May. Your exam score must be at least 56 out of 100 points in order for your application to be considered for the final list of scholarship recipients.
